Where can you get these aluminum-coated PUR panels? They cannot be found at the hardware stores around here...

From specialist dealers. Or also from the well-known Dämmstoffkönig or smartbau.

Aluminum coating is not necessary. Mineral fiber also works. Aluminum coating is for underfloor heating and even then not really necessary. Look for PUR or PIR, for example from Bauder. Dämmstoffkönig didn’t have it anymore when I asked in the summer, maybe it’s available again now. Otherwise, the search term PUR board is actually quite helpful for you.

Yes, it's a pity that the OP is building in Hessen. I still have a few slabs left. Although it probably wouldn't be enough for an entire basement ceiling...

Insulation king? smartbau? Doesn't ring a bell. What do you think of XPS rigid foam boards? You can find those at the hardware store.
