Something like that happened to us too. It was 5cm, but because of that the kitchen would no longer have fit as planned. As a result, instead of 4 cabinets (fridge/oven/oven/freezer), only 3 cabinets would have been possible for the wall unit.

I can only highly recommend a laser measuring device to every builder! During the planning phase, it was already convenient not to always have to dig out the tape measure in show homes, and for checking the shell construction, it is even more so.

I have already received a response from the site manager, luckily I hadn't written anything except that in my opinion 10cm are missing. I had compared the measurement with the old plan we had signed, but apparently this was changed during the project planning meeting and with the many changes I didn't notice it at all!
