Telekom costs 400.
You don't have to use it immediately, but if you do, you can choose between different providers.
Kabel-BW, on the other hand, is always a monopoly for you. Who knows where tariff models and technology will develop.
I would invest the 400.

We also had our Internet and phone through Unitymedia (that’s what Kabel BW is called in NRW). We were totally dissatisfied with the phone connection. Constant interruptions after a short time up to disconnections. I was glad that I could terminate the contract early when we moved into our own home. I would ask around in your future building area if anyone already has experience with Kabel BW there... I would keep the 400€ for a possible alternative open...

You can save 400 euros now, but you reduce the value of your house by 1,000-2,000 euros because at some point a potential buyer will say there is no Telekom connection ...

Well, to be honest, I don't think anyone will care about that in a few years. Eventually, everything will be done via mobile networks. See [USA].
