Why is a building permit still needed? The external structure is finished, or is a heating system subject to approval?! When is a house considered "finished"?!

I'm not an expert, but roughly speaking, a house is considered finished when the completion notice is submitted to the building authority and they have confirmed the finished state of the house (...the house is habitable). And this should also apply to the heating system. A shell construction is definitely not finished. Be very careful! The only option might be demolition and rebuilding.

The office should actually be able to provide non-binding information first before appointing an expert, right? I wanted to involve an expert anyway, but only if the matter is feasible at all.

Not necessarily. It depends on what was approved - according to the Energy Saving Ordinance 2007 or rather '09. The Energy Saving Ordinance 2007 was in effect, in my opinion, until autumn '09; the costs from 2007 to 2009 are relatively manageable and basically relate to insulation and energy consumption. Since so far "only" the bare shell has been standing, the costs for insulation and heating technology will occur anyway.

However, I agree with you that it is strange if a shell has been standing for years. Therefore, I would only buy if an expert gives me the green light and information about the expected costs.

The legislation in sh states that one must start within 3 years and never pause for longer than 1 year. The owner now says that he has never paused for longer than 11 months. How does he intend to prove that?! Is that even necessary? To me, that sounds dubious...
