Property boundary - Building close to it - Permission?

A couple of friends. I don’t know why I should ask such a question for others when it’s actually for myself...
In other threads here it’s clear that I already have a house...
But whatever.

Hmm, I don’t have all the exact details.
I only know that the plot is very small and currently the parents’ house is on it, but it doesn’t have central heating etc.
Since one parent is now becoming in need of care, it is supposed to be torn down and a bigger house with a granny flat built on the plot.
My buddy only told me that the plot is probably too small for the bigger house and they are now considering buying a strip of 1 to 2 meters from the neighboring plot (developed building land). But that will be pretty difficult because he is probably reluctant to give anything away and because it will be quite expensive.
That’s why I thought I’d ask here if there isn’t another option and if so, what that would look like.

Two possibilities. First, the necessary strip of land is purchased. This will cost money in the form of the purchase price, as well as costs for the subdivision of the neighboring property and merging with that of your friends (surveyor, notary, land registry), as well as real estate transfer tax. Second, the registration of an easement. For this, the neighbor will expect compensation; process costs will also be incurred here (surveyor, notary, land registry).

In both cases, the neighbor has to "be willing." No one can force him. And if he wants 1 million euros for the strip, he simply wants 1 million euros.

But realistically, both ways cost a few thousand.

The first option will be significantly more expensive and very difficult. The second option is being pursued. The hope is that the neighbor will not want anything for it or only a little because it is merely building land that he probably intends to sell at some point.

This option reduces the value of his property. The easement is registered in the land register. Every buyer will take this into consideration, and banks that provide real estate financing will also factor it into the property appraisal. Because this right means nothing else than, for example, if a 2m strip is encumbered, the neighbor himself must keep 3m plus the 2m registered as an easement. The buildability of the neighbor's property is thus restricted (whether significantly or not probably depends on its size ;-)). I consider it unrealistic to be free of charge. Especially if it is undeveloped and he wants to sell.

Look at your choice of words: the he and I somehow merge in you.

The best thing would be for your friend to register here themselves.

Apart from the issue with the property, I have quite different questions that could hinder this construction project.
But that wouldn't be worth mentioning from me now, since you are only a mouthpiece and not a knowledgeable recipient.
