Assuming the building authority does nothing outside of the 0.6 meters:
Then I would go up 0.6 meters with L-bricks at the front of the property (at the street) and 0.6 meters high at the back of the property directly at the boundary, so you already have 1.20 meters. If you slope slightly about 20 cm at both L-bricks (you hardly notice that), then you can easily bridge 1.60 meters with that.
The remaining 1.40 meters could be managed over 2 levels with a good garden plan. If you go 0.6 meters lower from the first level to the second level, that would be about a 4% slope over 20 meters length (so 4 cm high per meter), which you do not notice in lawn areas.
