I can't help but get the impression that they want to generate additional fees through exemptions. How so? If you want to save money, yes, otherwise ask the neighbors. Hardly imaginable that so many have built illegally.

I have that impression too. Especially because I would need an exemption anyway due to the tile color. That’s how it was explained to me.

It is considered a dormer.

I can't imagine that either. I also asked a neighbor again. He went through the simplified approval procedure according to §66. I would actually like the exemption procedure according to §67 state building code. But that’s no longer possible because of the tile color. What I don’t understand.

That's quite simple: At the latest with the roof tile color, I consider that proven: look at a flock of sheep – you immediately see a black one, spotting one with three ears sticking out would already be difficult. Meaning: a roof color specification is immediately ruined if you allow even a single exception; still making the specification (with exemption possibility) can only have exactly the purpose that the rascal in question imagines.

With the cutout, the builder and planner confirm that everything complies with the rules. This is then not checked further. If you want to deviate from existing rules, this express process no longer works. Someone has to check and decide. I find that more than understandable.

I understand what you mean!
But the brick color was included in the development plan by the fundamental resolution.
I don’t understand that.
Maybe my way of thinking is also wrong here.
But I understand it to mean that I am allowed to do it, but even though I am allowed to do it, I still have to ask for permission.

It just doesn’t sound very logical to me.

Thanks
I see it the same way.
