It seems to me that you are the one who is quite confused: a minimum roof pitch is only required here in case dormers are to be installed on the roofs; single-family and multi-family houses do not contradict each other, and for the latter only one and a half parking spaces per unit are required instead of two as for single-family houses.

In the development plan there are different areas where other roof shapes and pitches are also permitted. The first details relate to the building plot, the later details to the entire development plan. For the building plot a gable roof with a minimum roof pitch of 30° applies, so dormers are allowed here.

You have to ensure that the house entrance is accessible from both streets, otherwise either visitors or the delivery person will have a problem.
