You should basically start by clarifying solid financing then: 1. preliminary site plan, 2. architect, during the building permit phase 4. soil assessor and after approval 5. structural engineer.
That depends on how much money you want to spend/and partly have to spend, whether you want to have influence or not, etc. Looking at the photo, I estimate that you will have to spend around EUR 170,000 without and around EUR 210,000 with a basement, each plus additional construction costs of EUR 30,000-35,000, assuming a house size of 7.0 x 10.0 m.
Were the existing houses built with or without a basement?
