The 3 meters are the building line where the house MUST start. So moving it further north is not possible.
I am still wondering how exactly such a house must be positioned on the building plot (really down to the centimeter??) and how exactly one can build a garage on the boundary.
Because the building plot is 18 meters wide, the house 11 meters, the garage 6 meters. So there is exactly 1 meter of space between the house and garage in option 1.
That means if the house is positioned even a few CM more to the right on the building plot and the garage is a few CM away from the boundary + some drainage around the house, in the end I might only have 60 CM passage as a path, which would be very tight .... :-/
