Slightly exaggeratedly put, I would rather say that she is very "emotionally" driven in these matters. Apart from the living space, it's not about luxury itself for her, but she has always had a certain demand for size when it comes to living.

Then it's quite simple. Case closed. Mother can't build. End of story. I wouldn't stress myself (or her) out. Then there simply won't be a new little house. Seems it's not that urgent if you've been working on her for 2 years.

It's nice that you help with the implementation, but in the end, it's her money and her decision. If she is unreasoning, she has to manage on her own. It is not your responsibility to enable her a carefree old age while she simultaneously wastes money. See this nice quote:

Don't let yourself be drawn into a financial construct with her!!!

Sure. But if she spends the money and ends up in care, then of course I am financially (and morally) responsible. And I do see that risk. Additionally, it is clear to me that I won’t just “abandon” her (aside from financing the matter). I’m trying to put this entirely crooked construct she has insisted on until now onto reasonably sound footing from my point of view. Of course, I won’t ruin myself in the process. That would be the limit where I would have to draw the line.

She would then just build on her own, with the mentioned consequences, or emotionally completely fall apart. I don't want to subject her to either if I can prevent it.

I meant the "hats" more as a symbol for the space requirement of a royal aura. That certainly needs some room, the Queen Mum at its center is just the tip of the iceberg. Am I right to assume that Madame generally parks beyond the limit?

But there is nothing from Prada for reasonable feet *ROTFL*
