Optimal would be if the base layer is even, that is without large dents. Differences of 2-4 cm can already be noticeable when compacting the paving, or dents could later form on the paving as the gravel may still settle over time.

Good if that's the case, then it shouldn't be a problem. I thought that the gravel could be compacted as well. Otherwise, vibrating the paving wouldn't do anything except that the joint sand runs in better.
