Optimal height of finished floor level to street edge

I'll make a sketch, let's see if I can manage it.

Here's a rough sketch, I don't think anyone really understands it, either,

And the distance to the street, as already mentioned, is 10 m,

Is my sketch so terrible?

How is it actually with the frost skirts,
initially only the area of the house plus an approximate 1.50 around it is filled.
Do the frost skirts then start 80 below the top of fill or from the old ground level?

One level higher or have a good ring drainage installed. Rain is not the issue, but we had real downpours last week, where it was pouring buckets. And then it can get tight. Karsten
