I don’t know if you can read it, but it’s basically just about the water company giving themselves a free pass because there are pipes running everywhere and if a pipe ever bursts or sewage from the sewer flows onto your property, you simply get nothing and have to live with it.
It has nothing to do with how or where you are allowed to build on your property. That’s why I mentally checked it off for myself.

Addendum:

It was even different. The BWB has a waterworks nearby. That means if something happens there that affects us, then so be it.
That’s why it says in favor of, and the property specified there is not ours, but the one where the waterworks is located…

You really seem to be just around the corner then…

Yes, that must be it, thank you very much! We are near the Ulmengrundschule and the waterworks is actually very close, that makes sense. The new property is only a few streets away from our current one and here we do not have this entry, so it seemed strange to us.

Oh really? Well, that is super close. But you also know that there is quite a lot of foot traffic to the lakes in the summer? By the way, I am farther away (almost Biesdorf) and also have the entry. Maybe it has more to do with the north/south location to the lakes? Or the elevation of the property?

Yes, no, we are not located directly on the way for everyone who wants to go to the lake. It is actually even quieter than now, since at the moment we are basically a through road to the school. Our current house is even older, something like 1910 and was apparently always in family ownership, maybe that is why. Both plots are located south of the waterworks...

Judging by the text, at first glance I assume there is no loss in value at all, unless a pipeline runs exactly under your planned new building. This is an easement still commonly used almost 1:1 today. So first, take a deep breath. P.S. The following is without guarantee. The property is located in the area of the former East Germany. To my knowledge, the old laws were discarded there. Therefore, it may even be the case that the right is subject to deletion, as long as there is no connection agreement between the former owner and the DDR successors of the waterworks.
