Why not - if it really makes up one fifth of the house? "Wow" would be if the garage came "instead of flowers" for moving in like the grappa when Luigi brings the bill *LOL* *SCNR*

I don't think so. Maybe if we only consider the pure area, then yes.
The house has extensively insulated foundations and a slab, higher quality bricks, elaborate formwork, etc...
You’re not going to tell me that if I were to order just the shell without the double garage, I would only have to pay 155k instead of 195k. I don’t believe that...

That would be 40k for a double garage. Pharmacy prices, yes; those Romans are crazy. But reality.

I need to come back to the topic once again. Is the offer No. 2 Planning / Structural analysis / Base slab acceptable or too expensive?

Thirteen grand (from gravel sub-base!) just for the floor slab of a site-provided garage, for a few wheelbarrows of concrete added additionally as part of the house construction, even "including structural analysis" is not a bargain – not even if it also includes the structural analysis for a garage built on top of it. I would almost call that a hostile price ;-)
