There are many ways to put pressure on a city, but that won’t help. I would rather ask the big and possibly local providers what is planned. It can take some time to find the right contact.
If the mobile internet connection is okay, that is sufficient for a transitional period if necessary. When fiber optic is laid, providers are usually very interested in offering data services for a fee, since the biggest investment is already made. If cable TV comes, internet is usually available broadband over this route as well. The risk that you will be left without a connection is low.
