That is the supplier's matter; if they want to connect there at the neighbor's place, they can do so. In every contract, there is the so-called easement (restricted personal easement). so we have also just bought a plot of land and the connections to our plot are also on our neighbor’s property. BUT in the purchase contract for the plot, we have therefore listed easements stating that we are authorized to lay, repair, etc. pipes, but then we have to restore the path at our own expense. So read through your contract and if this easement is included, you have a right to it.
