New building not insulated and not plastered during the winter?

Hi,
if it really has to be done, I would do as little as possible inside.

    [*]cheap provisional carpet only in the most important rooms
    [*]do not wallpaper yet
    [*]do not put in any high-quality furniture
    [*]hang nothing on the walls
    [*]do not install a proper kitchen yet

All of this can then be made up for next late summer – when everything is nicely dried out.
Don’t forget to ventilate properly.

However, I also have the question here whether it is even allowed to move in. After all, the house does not yet comply with the building permit. Energy Saving Ordinance, KFW Standard, etc. are not yet being met. Could there possibly still be problems with the bank? Regards Olli

I wonder if the combination...

Residual moisture from construction + humidity from residents and usage + uninsulated cold walls + possibly penetrating moisture from outside without plaster + thermal bridges to other parts ([insulated roof?])

...can really be managed in winter without mold with sufficient heating!?

At least with us, that would not be possible. Move-in only after completion notification with simultaneous presentation of the energy certificate. And the latter is only available after checking the full implementation in compliance with the Energy Saving Ordinance. Our move almost failed because a control unit for the heating was still missing and we only had provisional hot water via an instantaneous water heater.

That is exactly the most important point. The completion notice includes the implementation of the approved planning, as also writes. A blower door test would also fail dramatically.

In our settlement there is a large "new building" that was not plastered for several years... it was probably considered unfinished for that long. However, the young family lived in it. The masonry (Poroton or similar) did not look weathered and never damp. For three weeks now, it has been nicely plastered.
