New building not insulated and not plastered during the winter?

In our settlement, there is a large "new building" that was not plastered for several years... so it was considered unfinished. However, the young family lived in it. The masonry (Poroton or similar) did not look weathered and never appeared damp. It has been nicely plastered for three weeks now.

And in our town, a house has been standing unplastered for 22 years. Allegedly, no company wants to take on plastering this house after so many years because the plaster might not hold.

If inside with ks, why not outside as well? Since you're applying insulation anyway.
