As if the neighbor were responsible for the behavior of the builder... no.
Your neighbor certainly also has no knowledge at all about the customs in construction.
With us, it is completely common to sometimes temporarily store something across the boundary, even if it is morally and legally not correct. But it doesn't hurt anyone, nor are you at a disadvantage.
Basically, one should always consider both sides – you are probably a stranger to him as well?
In short, regards
Full agreement. You should keep things in perspective here. If it is removed again in time, then everything is fine. It was the same in our new development area.
If it was actually simply decided by the builder himself, then it is actually not okay. It is simply proper to ask.
