I don't think it's all that bad either, if you're already making such a fuss now, you probably won't get along as well with the neighbor later. However, I don't know why you signed the floor plan of the other neighbor, what for? Maybe the other neighbor is still building within his building area, it’s just that the house is set as far back as possible so that there is still space for his garden in front?

It was stated in the development plan, currently construction is definitely taking place outside the building window.
The previous owner actually can't have been involved? Because the property was still being offered for sale when we bought ours.

I understand if some people here say they would stay calm etc., but the statement "doesn't want you as a neighbor" is quite harsh, after all, I'm asking for advice beforehand about what I should do.
And the main reason was the excavation after all, it could also be that there are insurance issues about why they shouldn't do it, etc.

That's why I'm asking here and not storming angrily to my future neighbor, I want to have a good long-term relationship with them.

I would simply ask the building authority. Even if it was a permit-free procedure, you should have been notified.

I can understand that you are a bit pissed off. I would just walk over and call/talk to the owner. Just ask innocently if that is their building material; you were a bit rough about where it’s coming from. Maybe the construction company just left the stuff there without the owner’s knowledge. In that context, you can also ask in surprise how they managed to get permission to put the house there. Just play innocent. Maybe they have a good explanation.
