Yes, he will rather refrain. You think of this one purchase, he thinks of his business in the coming years/decades. He has already come towards you, maybe there is more possible. But anything over 50% would be a real surprise.
PS: I am the last person who would say that the broker honestly earned 18k with his "work", but that's just how it goes – at least for now, as long as the costs can simply be passed on to the buyer.

But fine by me.I'll exaggerate now: He takes the pictures, creates the exposé, and posts everything on the real estate portals. Whether the listings are successful after 1 day or nothing happens for 6 months, it doesn't cost him any more work. Occasionally a viewing and a few email contacts. And he has 20-xxx others running in parallel from these listings. So he has just as little to lose as you.
Apparently no one here really knows anything about negotiation strategies. I don't really either, but apparently more than some here.
