Yes, our neighbor goes to live in the basement, comes from the garage to the ground floor, and has the front door on the ground floor.
We have our bedrooms on the upper floor, come from the garage to the ground floor, and have the front door on the ground floor.

That means, when he comes from the garage, he has to go to the ground floor and bring the groceries down the stairs into the living area? Is that practical? I am not yet sure about this.

The possibility of sleeping in the basement we have also once found in a Bauspaar brochure, where the residents enter the ground floor through the front door, living spaces, and go to sleep in the basement.

Whether this is practical I cannot tell you, the neighbor does not yet live in the house.
