I could personally live with both – each has its own advantages and disadvantages.
Living on the ground floor:
Short distances to the house or the living area, kitchen, etc.
A nice balcony or even better a beautiful roof terrace with direct access (stairs) to the garden. What is the view like?
Bedrooms in the quiet basement with access to the garden (great for children if they can go directly from their room outside to play, especially when friends are over).
Alternatively:
Living in the basement, but with an entrance on the ground floor for me. So, the cloakroom is upstairs – downstairs can be designed nicely open and spacious. Bedrooms then also upstairs on the ground floor.
So I guess it depends on the surroundings. But I would choose the access via the ground floor anyway, because spreading salt or shoveling snow in winter and then going down only to go back up inside the house – I wouldn’t like that.
Besides, with a child and lots of stuff (stroller, baby seat, etc…?!) constantly going up and down the stairs outside? No, that wouldn’t be for me.
