Looking for experiences regarding change of use!

Hello and good evening to everyone! I own a 141 sqm plot of land on which there has been a shed/barn since 1975, which has also been used as such. Now I would like to build my retirement home there, nice and small and manageable, it could stay as it is, just insulated inside, heating, etc. The little house has a footprint of 60 sqm and is already connected to the sewer. Electricity is also available. I would probably have to apply for a change of use. What is the best way to proceed? Of course, I am concerned that someone from the authorities might say "no" right away and then I would be stopped. I have already thought about talking to an architect first.... Who has advice? After all, no new areas are supposed to be built on - in my opinion, this would be a sensible use of existing material! I would be grateful for tips! Regards

First of all, you have to clarify whether the construction is located in the [Innen-] or [Außenbereich]. Changes of use in the [Innenbereich] are nowadays rather unproblematic. In the [Außenbereich], they are still impossible.

That already has a considerable amusement value, speaking of a 141 sqm plot of land as "large." A 60 sqm building footprint on it would already be a floor space index of about 0.43. Explain in more detail, preferably with pictures, how we should imagine this shed-barn-house. Living spaces have to comply with setback distances, whereas a shed might enjoy certain privileges (which, however, are not inheritable to the same building with a different use).

Thank you very much for the assessment. I’ll take some photos of my little darling... ;-) The boundary distance might cause problems.... What would be your approach: first the building authority, or invest in an architect’s consultation....? By the way, I appreciate the entertainment value in these crazy times! ;-)
