On the topic of DIY. It depends on how the construction site was left and what the soil consists of. With heavily compacted soil, and possibly still very clayey, nothing grows well if the soil is not properly prepared with machines. This year, it will hardly be possible to find a landscape gardener anymore.

You can rent a milling machine, have soil and sand delivered, and have waste disposed of. The only thing that speaks against doing it yourself is the builders having two left hands. Clay soil is not bad; it retains water and nutrients better than sandy soil. We have that too. For sensitive plants like lilies, I add some sand to the planting holes and that’s it.

Clay retains nothing, the water just stands on it and the soil is dead as well.

Clay is a mixture of sand, silt, and clay minerals. It stores moisture and nutrients. It is not dead. Water sits on heavily compacted clay or clay with an extremely high clay content. It needs to be broken up and improved. Clay becomes hard when dry and is difficult to work with; that is more our problem and not that of many plants. Links may not be posted, just ask Google.

Where are you from? I have a landscape gardener from Poland who lives in Berlin. Among other things, he built the terrace for the mayor of our village, but also did all the work at our state garden show. And whatever the mayor likes will please the common people too :-) For us, he’s first doing the driveway, the concrete pillars for the fence, and the terrace. Then we’ll see what money is left. The work site is near Potsdam.

Yes, I had forgotten the topic of tilling. It should be done once; a garden tiller can be rented at the hardware store for a day for a good 100 euros. Usually, it is only the subsoil that is so heavily compacted; the topsoil should be shoveled off onto a large pile.
Alternatively, sow green manure that breaks up the soil accordingly. There are also plants for that. But it doesn’t work quite as quickly as tilling.
