Local heating or heat pump - advice / experiences?

We are faced with the decision between district heating or an air-to-water heat pump... Our house will be built on a slab according to KFW55 standard and has a total area of 155 sqm including the technical room.

The district heating (biogas) costs are as follows:

Connection fee (one-time): €7,794.50
Annual basic fee: €416.50
Price per kWh: €0.893 - price fixed until 31.12.2031

The flat rate price from the general contractor includes a stratified water storage tank and fresh water station.
If we want an air-to-water heat pump (from Buderus) an additional charge of €12,111 will be billed by the general contractor.

Unfortunately, we do not yet know our heating load. The budget for photovoltaic is most likely not available within the first 5 years.

Could someone with background knowledge possibly help what we should do or to whom we can turn for advice?
We are very undecided here.

Take the heat pump. Local and district heating is theoretically a great concept, but in practice too many people hold out their hands. This example shows it very clearly: connection costs are 2/3 of the heat pump. Basic fees and maintenance costs should be about equal. And at just under 90 cents per kWh of heat, you really make money. You can calculate at least 3 kWh of heat from 1 kWh of electricity; to make the price per unit equal, the electricity price would have to be around €3 or so.

Rough calculation:
Heating demand for the house is 35 kWh/sqm * 155 sqm = 5425 kWh
Local heat costs you €4845
Electricity for the heat pump costs you 5425 kWh / 3 * €0.40/kWh = €723

Even if I vary the assumptions and the heat pump has to be replaced after 10 years or the electricity price continues to rise... the difference is so large that the heat pump will always win.

I already thought that is particularly outrageous. Then you have to adjust the invoice by a comma.

With the new price, you will probably be cheaper with district heating. I would still consider whether you want to give a single provider a monopoly on your heating. At least I would make sure that a) a heat pump can be retrofitted in 10 years and b) you are not obliged to purchase district heating forever. If that is possible, the price lock for 10 years doesn’t sound so bad.

I think we will be able to move in earliest from autumn/winter 2023... Accordingly, it would probably be a maximum of 8 years at this price... If I should switch to a heat pump in 2031, I would have to put additional money on the table for the decommissioning (amount unknown)...

Unfortunately, I also don't know the costs for the civil engineer who has to lay the heat line from the building boundary...

Difficult :/

There has been a change regarding the connection fee... Now: approx. €8500 gross

I checked again in the documents from the GU – a Buderus Logatherm WLW196i-6 AR TP 120 with an integrated 190l buffer tank would be installed...

Where can one go for neutral advice? I think every heating installer will want to sell "their product"...
Electricity prices are only going up, and there is no budget for photovoltaics at first (however, pre-installation in the house will be done)...

Unfortunately, I don't have a heating load calculation yet... The house is built from 36.5cm aerated concrete, and the windows are plastic/aluminum from Internorm type KF310...
