KfW funding measures started late

When was the application received by KFW? Early May 14
From when is the confirmation of the application receipt at KFW? 2 days later.
When exactly were the windows installed? Early April
What date does the confirmation of execution by the energy consultant have? That is still in progress
When was the invoice issued? Mid April
When was the invoice paid? Mid April

Is there still hope?

Then you should be familiar with the [kfw] information sheet, right?

In my opinion, there is no hope because the application was submitted at the beginning of May, the installation of the windows (and thus the start of the measure) was already in April, and the conditions state that the application must be submitted before the measure begins. In some places, it even says that the measure may only begin after approval by [KFW], but I consider the program information sheet to be the decisive basis. But nowhere does it definitely say that the application can be submitted retroactively.

However, from today there are unfortunately new conditions, but luckily you are not affected by them since at least the application was submitted beforehand.

I would first talk to the energy consultant about what they think and then, if necessary, talk to [KFW]. If they stubbornly refuse, and they are certainly entitled to do so, you are out of luck.
