On the other hand, I think I read that the proof of use is only due 9 months later starting from the date the loan was COMPLETELY drawn.

Can someone answer me, is that so?

I have heard that we are not allowed to use the KfW loan for the groundworks, is that correct?

Yes, the proof must be submitted only x months after full payment. But I think it is 6 months for program 151/153, though I could be mistaken. However, it is clearly stated in the program conditions.

The KfW loan is for the construction of an energy-efficient house. This includes the groundworks.

we had a Kfw70 house. The disbursement is made by the intermediary bank. Our bank said that payment is only made from 2 to 3 trades onwards and that in any case at the end of the construction the energy efficiency must be proven (Blow Door Test etc pp by the expert). I also find it strange that special requests are invoiced and have to be paid in advance. We also had requests in almost every trade in the interior fittings and they were invoiced after completion. In the pub, I don’t pay for the dish before I have eaten it.... It also happened that we had a special request and it was then discarded. What do you do then? Credit note?

For the sake of completeness, I have just looked at the KfW guidelines for this program, where it says in point 4.5:

Within 9 months after full disbursement of the loan, the program-compliant and timely use of the funds must be demonstrated to the L-Bank [...] .
