Hm is simply difficult. Of course subjective and these are noises that were not there before. But ultimately it will have to be accepted. Welcome to the new housing development.

yes. First of all, a phone app may be a benchmark. Nevertheless, it is just a toy by itself. You can use such an app in your own house as a comparative indicator of different devices – nothing more and nothing less. Outdoor, then, dozens of background noises come into play. Everyone knows video recordings made in the wind. Even a slight breeze on the microphone already causes you not to understand your own word anymore. Of course, an app with a phone microphone also picks that up. You say it yourself. You can program your mower individually. A heat pump or a controlled residential ventilation system is set specifically for the house, not for the neighbor’s peace. One user here is bothered by the 45 dB in the neighbor’s garden. In another forum, it is the pump for the pool. If I gave in to my surrounding noises, I would strangle the neighbor’s kids and tamper with the tracks a kilometer away. Then I would still have the highway, which is less noisy than the wind in my hair, which has turned gray from the grief of the noise. The problem is the external control of the noises coming from someone who is tangible. Ultimately, the better way is to control yourself what you should or should not pay attention to. My workplace is next to a noisy highway. Windows don’t stay open long. When I’m outside, that heat pump device on the facade annoys me – what a dilemma: the highway is much louder than that thing ;)

The exhaust air can be heard outside in front of our house, but not the supply air at all. For this reason, we directed the supply air towards the neighbor to avoid disturbing him. Maybe your neighbors can relatively easily swap the pipes between supply and exhaust air?

The dB don't matter at all. The noise bothers the TS, so you can definitely talk to the neighbor to find a solution.
