Is public construction management required for new buildings?

Hello everyone,

an architect from whom I would commission service phases 1 to 4 also offered me the public-law construction supervision and said this is mandatory in Saarland.

Other architects have not offered this. Is this absolutely necessary?

It depends on who is going to take over the site management. Traditionally, either the architect or the executing company. A specific person must be named to the building authority.
