With "or" it's okay, with "and" in my opinion the look would speak against it.

What speaks against it: accessibility. You do mention the cost of an entrance staircase, but might not see the disadvantage of having to climb several steps. What applies to the entrance also applies to all external exits including the terrace. For me, it's a no-go not to be able to go directly into the garden.

The whole thing is limited by requirements for the maximum building height or also requirements for the base height (with us, also NRW, 30cm = you can forget about a high basement).
But yes, we also set the basement as high as possible to save excavation.

Thanks again for the tip about the base. I have checked this again here. The base is set at 50 cm. Unfortunately, I have not yet been able to find an exact definition of the base. So from where to where is it measured?
