Is a development plan change necessary? Who bears the costs?

Asked what it costs? Otherwise, I agree with the others, you want to build faster, so you have to build. The municipality "does not have to" do anything, it only wants to in 3-4 years. As a neighbor, I wouldn't want to pay anything just because you want to build, either.

Asked differently: Who else is supposed to pay for that? You are causing an unscheduled expense in the municipality if the development plan is changed for you earlier than planned. I think finding other people who also want a change is a good idea.

What would the neighbors gain from a development plan? Would you be willing to pay in your existing bungalow for your neighbor to have the development plan changed so that he can build two stories instead of one?

It is about converting garden land into building land. And with that, the value of every property that has garden land behind it increases. Everyone then has the possibility to build a second house on it, which is currently not possible because the building window and floor area ratio are too small. Even if you currently see no advantage as an owner – it comes at the latest when there is a demand for building land or a sale of the property is pending.
