Is a development plan change necessary? Who bears the costs?

There are no "sources" for that. If YOU want something for YOURSELF, YOU have to bear the consequences. If you now want to buy an electric car, you cannot make the neighbors pay just because they also want clean air in front of their door. The comparison is for understanding.

Yes, that is clear. If we take your example, it would be like this for me: I buy an electric car and everyone is allowed to drive it. But enough philosophy... I have understood that you think I just had "bad luck" there. All right, thank you for your efforts, Have a nice evening

How long would the change in the development plan take? It's about converting garden land into building land?!
That could then be published together with the new development area if I were the municipality, so 3-4 years ;)
Would the floor area ratio/building floor area ratio for the 450 sqm be enough to build anew?

:D Yeah sure... where?

No, that would have to be changed. A house would fit in then, the small extension on the corner house would be demolished. Then I have 10m in width.. that's enough. According to the [municipality], something like that takes about half a year.

Yes. Unless you wait until the municipality is ready.

Good idea.

No. If there is someone who is in as much of a hurry as you are, then that person would be smart.

That depends ... If things go wrong, someone who doesn’t even want to build will incur unnecessary costs.

That depends ... on how the municipality envisions a change. The fact that there is already a legally binding development plan does not make things easier. Otherwise, the fourth section of the first part of the Building Code regulates cooperation with private individuals.

Yes; wait and tirelessly court the key municipal council members and administrative staff.

No, rather: You have an electric car and want to install a wall box on the street where everyone can charge. Then only the neighbors who buy an electric car benefit; the others just miss another public parking space.

Show me how you imagine that.
