How big should the garden terrace be?

As already said: a patio is not laid "on earth," but frost-free in gravel.

That should not happen if proper material is used and compacted (in layers). If just topsoil is dumped back in, then settling is probably to be expected.

Depends. We filled the driveway over 1.5 m, you can easily see rutting and a small depression. Terraces that are frost-free founded and well compacted should have no problems at all. Much lower load. If the excavation soil from the basement was simply dumped without proper compaction, then wait 1-2 winters before you build the terrace.

so it depends on whether the terrace is properly and professionally compacted

if that is done, then it can be created and expanded directly, and if not, then better to wait
