I had a terraced house with a basement and an external staircase. One main argument for the new build: no more basement! Here in Northern Germany, much is now built without a basement. Precisely for the reason that mentions. TK, utility room, and storage can usually be combined with any floor area ratio and house style. The necessary rooms can be integrated on the level where they are needed. A garden shed and/or storage at the carport is necessary anyway for bikes, lawnmower, and so on, in addition to the basement.
If my life were a wish concert, I would plan everything on one level with many built-in cabinets where they are needed: toilet paper in the hallway near the bathroom, cleaning supplies and provisions next to the kitchen, laundry as an extra wing, and ancillary rooms in an L-shape attached to the main building so that there is visual and weather protection. No staircase becomes an obstacle or an excuse to be idle :)
