A purchase contract for a property, which you approach with as little preparation time as a doorstep sale (which at least still includes a right of withdrawal), cannot simply be signed on the spot.

With all due respect: that is nonsense. The notary is subject to a fundamental obligation to contract. He may only refuse to notarize under special conditions, which are not present here. That you have no idea about the subject matter, you have already sufficiently documented with your statement that the notary can choose which transaction he conducts.

How is the notary supposed to reasonably implement Section 17 (1) BeurkG if he is supposed to notarize a matter unknown to him only at the appointment and does not even know if it might be a consumer contract?

We were informed by Interhyp back then that a score of over 95% was expected. That was even stated in some documents.
