That’s the point. If a basement is used exclusively as a utility cellar, it is the most expensive way to create floor space.
It is definitely the variant where you pay the most for floor space without using it. Nowadays, the idea of planning a basement purely as a technical/storage room wouldn’t even cross my mind.
But often there are rooms you want/need that could just as well be located in the basement. In the OP’s case, a basement is practically ideal. If he plans 2 large workrooms there plus the technical room and 1 storage room, then the basement is full and only with used rooms. The workrooms are “out of the way” when you’re not working and pleasantly tempered in summer. If you place the workrooms next to each other, you can create a really large light well on that side of the basement, which also looks good visually.
I would prefer that over having the workrooms in the attic (and in my house that is currently being built, that’s exactly where they are ;) ).
But we also have a basement and it is used as a living basement for half of it.
