Height of enclosures on corner plots

Hello,

our development plan stipulates the following regarding enclosures:

The total height of enclosures along the access roads and within a 3m deep strip on the private properties behind the street boundary line must not exceed 0.80m, each measured from the top edge of the adjacent sidewalk edge or roadway.

Enclosures must basically be designed to be open. Closed enclosures are not allowed on any side.


Now, I am only moderately pleased with this regarding our corner property, after all, I am sitting in the garden displayed on a platter for passersby. They can walk around the property and I am not allowed to build any visual protection with walls or gabions. Do I understand this correctly and if so... what is that supposed to mean? Then I MUST create visual protection with hedges, which to my knowledge do not count as "enclosure". What other options do I have?

Fence after fence - as privacy screens and not for enclosure. You can (unfortunately) see this everywhere here...

Gabions and walls directly on the property boundary? I am just wondering where that might be allowed - possibly in urban areas. I only know gabions or walls as part of the terrace... and half-height privacy or wind protection - no matter what, whether wall or bushes - on the terrace is absolutely common. Whether gardens by access roads or rear gardens: no one likes to sit in open space. So if I were you, I wouldn't worry but would "bed" the terrace a bit in the edge area towards the lawn.

That's how we have it. Hedge directly behind the fence, terrace additionally separated by planter boxes with shrubs.

By the way, I greet fence guests kindly from my terrace chair...
