Well, there isn't really an "obligation":

"every energy renovation measure of an iSFP, for which the bonus is applied for, must be implemented within a maximum period of 15 years after the creation of the iSFP. However, the iSFP bonus is granted from the first measure onwards and is not reclaimed if the iSFP is not fully implemented within 15 years.

If you do a measure outside this plan, you don't get any funding. Of +5%. You don't have to repay anything. Theoretically, the schedule is fulfilled with one measure.

P.S. Without additional energy measures, I wouldn’t choose a heat pump, and a photovoltaic system is always worth considering – no matter what heating system you have (pellets with domestic water is of course a double investment, the heat pump alone can do better in summer).

Everything works. Self-consumption is optimized in summer regardless of whether with heat pump or pellets – heat pump needs electricity, domestic hot water heat pump needs electricity, heating rod needs electricity. I can't say whether a domestic hot water heat pump is better than the heating rod. It consumes significantly less electricity but costs about three times as much as an investment.
