I find the topic interesting, but I currently have no answer. I sent an email to our insurance advisor to ask if it is covered. We have the "highest" building insurance plan they offer. I would assume that it is covered. However, I am still waiting for a response. I will get back to you when I hear something.
Where does the assumption that heat pumps are stolen actually come from? Who breaks in and hauls 200kg firmly attached out of the building? Or is it supposed to be about the outdoor unit? What do you get out of that?
Yes, it's about the outdoor unit, or rather monoblocks that are outside. There are just a few headlines at the moment, it's probably always about the same five (or so) cases, as is often the case. But checking his insurance once can't hurt...

Pretty far-fetched.
In an uninhabited new building or closed shell construction, this is not unrealistic. It simply doesn't stand out in large new housing developments when a delivery van stops and two people cart out the heating system. Which also doesn't weigh 200kg...
But in an inhabited house? In an inhabited street? Even the theft of the outdoor unit is more of a rarity there.

In the shell construction phase, the question is who is even liable for the materials, and it would have little to do with the building insurance.
