we have now decided to put the heat pump in the basement under the garage after all. The noise there would hardly matter, and this way we can avoid possible damage from martens, weather, and potential icing around the heat pump.

The plumbing company now estimates the additional cost for a heat pump inside the house at 5000 Euros. We have not yet received the exact offer.
Is there really that much more involved to justify 5000 Euros?

Quite a lot adds up: A considerable amount of air has to be conveyed through the pump, meaning quite a few air duct elements (of course insulated) are required. Additionally, there are weather protection covers at the air intake and outlet locations. Two wall penetrations, size depending on the air duct size, possibly air shafts. And of course, it is a different device. So – just wait for the offer, then you'll know more.

The indoor units are usually a bit cheaper, placing them in a corner hardly requires any pipes, and if the house is not yet built, the two holes should not be a problem. I find 5000€ more a bit steep now.
