I only know of water-retention fleece, which decomposes after a few years once everything has grown in well.

That surprises me. In most neighbors' gardens here, rows of gardens dried out during the summer because no one kept up with watering, even though drought-resistant lawn mixtures were used. Partly sod, partly seeded lawn. I have spoken with a few people in the neighborhood who water at least 3 times a week during the hot summer months when it does not rain. Precisely because of water savings, a capillary irrigation system is being considered.

What kind of fleece should it be exactly?

ah I posted a link from A***** but it was deleted. Take a look at Lite Soil Bluenet. There are three variants: Lite-net Bio 1: decomposition after 1-2 years Lite-net Bio 5: decomposition after 5-10 years Lite-net pp: permanent

And you would want to install the permanent version? The versions that break down would then have to be renewed every few years or you have "permanent" material in the ground. And I put permanent in quotation marks because no synthetic material is truly permanent, but eventually decomposes and then remains in the ground as hazardous waste. Polypropylene (PP) is a real candidate for microplastics.
How about creating part of the 400 sqm as a meadow? If you say you have sandy soil, that is a good basis for a nice poor meadow. The meadow only needs to be mowed twice a year. A smaller part can then be created as an irrigated golf green, for which the cistern is sufficient.
And if it really just needs to be lush green without maintenance, then I would consider artificial turf.

Exactly, the one advertised as permanent would be the only reasonable option from my point of view. The issue is that we have about 1000 sqm of land. The rear part of it is already planned as a "orchard meadow/bee meadow." Up front, I would really like to have real lawn at/around the terrace, and it should be as nice as possible :)
