French balconies

I have a question regarding French balconies. In our new building, these were just installed. I had assumed that they would be anchored in the façade, but they have now been screwed to the window frames. Is this proper (the nice new windows)?

How was it commissioned? There is certainly no standard for that. Both are possible. However, in 95% of cases, it is screwed into the recess!

At most in 95% of cases where there is still a solid reveal available in front of the window at all.

My stair builder, who will probably also provide the one fall protection I need, said it is definitely safer not to go sideways into the reveal but from the front into the facade. So it requires a bend in the railing, but it is not much more complicated.
