What is actually your goal for fall protection?

[*]Obtain insurance coverage if someone falls - then inquire with the insurance company and get the design approved or have the static properties certified
[*]Maximum accident protection - build a very strong fence without gaps >12cm
[*]Pragmatic accident protection - a hedge is sufficient
[*]Meet local requirements - ask and do what you have to do
[*]Everyone says I have to build it, but I don't want to - don't do it

He wants the developer to build it at their own expense

That will not happen if it is not stated in the [Bauleistungsbeschreibung]. And presumably, it is not even required at that point according to the [Landesbauordnung].

The OP does not understand. It is always difficult when you sign something without understanding it.

If you don’t know these regulations beforehand, how are you supposed to know when signing? Your reading comprehension here seems really poor. I understand quite a bit, whereas you seem to have problems with understanding. Where did I say I WANT him to do it at his expense? I merely asked how it looks. But from you there are only half sentences that are just meant to provoke... you contribute nothing in terms of content.

Ok yes, one-sided would probably be enough, I think so too. The height will probably be 1.03m or 1.23m (those are the increments in which the double rod panels are available). At one spot about 3m wide, I might partially put up a privacy screen, then wouldn’t one-sided fastening be insufficient (so top plus one side)? Does it have to be a fastening that grips the L-block on both sides?

The fence itself would be on the L-blocks, only this angle bracket and the screws for fastening would be on the sidewalk side, so "external". But I assume that is not allowed and also totally irrelevant what and how much is external, even if theoretically it’s just a blade of grass sticking out 1mm. I have to check exactly if the L-blocks really stand exactly on the border...I’m not sure for sure. Between the L-blocks and the sidewalk paving there are curb stones like here (just an example picture):

Where the gravel is would then be my L-blocks. Whether these curb stones belong to me or to the sidewalk I have to verify.
