Regulations on fall protection only exist on public paths.

I doubt that or it depends on where, try searching for "Umwehrung" on Wikipedia, it's explained quite well.

Fall protection is not automatically part of the construction of the slope. You cannot demand it. Either build it yourself or leave it as it is.

At least in our district Oberberg, that is definitely wrong.

Apart from the responsibility for who has to build it....what about my question regarding the hedge? Does it count as fall protection (provided it is eventually tall and dense)?

You have been asked several times what your contract says. L stones with or without fall protection. And regarding a hedge. Do you have a thorn hedge that is 2 meters high = fall and idiot-proof. Bamboo hedge not. It depends on the wording in the contract.

It's written in every lab, I think. I looked into it myself because we have 1-1.3m L-bricks on the terrace. Basically, I didn't want to have a guardrail, and even though my children are already older, it becomes much more problematic with visiting children because, insurance-wise, if something happens, no insurance would pay out. Whether it's a broken leg, follow-up treatment, or "falling on the head" and becoming a care case for the rest of life.

Your hedge, even if it gets bigger and denser, is not considered fall protection insurance-wise, because it's not only about the height but also whether a child can stick their head through and fall through. I think the metalworker said something about 15cm between the bars.
