First variant is without meter, second with. Just as I have been writing here all along... at least that's how I read it. It says the construction power "may" be omitted in the first variant. But the "may" does not necessarily mean that it actually is. So it is most likely once without and once with.

Whether it is allowed to get water from the neighbor, I cannot say, but I could imagine that the utility company or whoever is responsible for you might not necessarily agree with it and that this might be prohibited in the terms and conditions.

Regarding the water meter in a pit, I would say that I would not like that. It could be that you have to install a heating system, which means costs.



Does someone still come out to read the electricity and water meters where you live? At our place, this was passed on to the owners years ago. If this is the case for you or should happen, it would mean that you would have to climb down into the pit yourself to read the meter. As long as you are still young and agile, no problem. But none of us get younger, or how would it be if due to illness this is no longer possible. So I would prefer to have the meters inside the house rather than somewhere outside. But as I said, this is my personal opinion.

I am also talking about doing this only during the construction work... at some point during that time the proper connection can be made. Usually no one objects to that, except maybe the neighbor.

I already knew what was meant. Still, the supplier (not the neighbor) might object. In other words, resale of water.

I do not see it that way, because the water is used as intended and the supplier even charges twice for delivery and disposal. The water is only delivered, as it is consumed during construction and 90% ends up in the building/ground/atmosphere and not in the wastewater system.

Why should he have anything against simply receiving money for a service he did not provide?

You are of course right, one should consider how it is in old age. Moreover, what I hadn’t thought of at all is that meter readings can also be submitted online. Well then, we’d better wait after all... But is there still any way to have water on the property without bothering the neighbor and without having to use the rain barrel?
