With us, the water meter also hung long before the fittings.

I would be interested to know why he wants it that way.

Of course it works... you can just turn off the main valve in front of the meter... the connections for the fittings themselves are sealed off with construction plugs.

Our water meter was only installed after we moved in. The move-in was registered, but the employees of the municipal public works department were relaxed :-)

As far as I know, house water meters are not installed by the BU, but by the local water network operator - often municipal utilities. They usually don't care whether you have a faucet attached behind it or not. The filter with a backflow preventer is usually more important to them.

However, I know from site managers that they say: Water only comes into the house when everything is finished and sealed! No BU, site manager, or similar wants the basement full of water because of forgetful or careless craftsmen (oh, I can briefly take off the construction plug again, there's no pressure on it anyway). And whoever is in charge at the construction site can decide whether pressure is put on the line before handing it over to the client.

It is rare but does occur with a few water suppliers that inspections are carried out before the installation of the water meter. They then check whether safety devices such as [Rückflussverhinderer] and [Rohrbelüfter] have been installed.
