I haven't counted now, but that's about right, yes. There are also modem, Wi-Fi router, switch, lighting, ... For that, there will surely be space elsewhere in the new building, it was just an example, but personally I don't find one socket per device sensible.
Empty conduits are always sensible. However, if you overdo it, the structural engineer should probably have a say before making the necessary wall penetrations. That quickly adds up to quite large holes.
The "bottleneck" often simply consists of the reluctance to chase grooves afterward (for decorative reasons), and then cables are unnecessarily laid as extension cords. There would be space for another outlet, and the junction box is not too tight, but the cable in between is already "full."
Does the router cover the entire apartment with Wi-Fi or do you still have to consider an access point? If yes, then I would provide a LAN connection with a socket there, unless you use POE.
Why no LAN in the kitchen? It may not be needed now but in the future you might be glad to have it.
