So a passive house. It has nothing to do with the construction method, but if you build accordingly, you can get by with an air-to-air heat pump as an auxiliary heater. Then you can also save the heat pump. BUT: You also have to invest tens of thousands of euros additionally. Is it worth it? You have to calculate and work it all out. On paper, it's something different than in reality.

But the article you linked was about district heating. That is different from local heating. And explained once again especially for you.

Local heating = local
District heating = district.

This results in completely different costs.

It was about the house connection. And it doesn't care whether the heat is produced 2km or 20km away.

By the way, I just received the information that there is no option for local heating [Nahwärme] with us. The local energy provider only has a heat pump tariff and/or heat pump tariff+service for the heat pump, basically a subscription, they provide the device and maintain it...

So our current plan for the new building is: Photovoltaics on the pitched roof Air-to-air heat pump without buffer storage

How does it work with the hot water - a second heat pump or should the same heat pump handle it? Advantages/disadvantages? And individual room controllers (ERR) - for example, my wife wants the bathroom a bit warmer/bedroom cooler, but I keep reading here that maybe you can manage this without the extra technology through thermal and hydraulic balancing?

Sure? That is practically an air conditioner. Not underfloor heating. That is done directly by an air-water heat pump. It’s possible to some extent if the heating is planned accordingly and the doors in the house are kept closed (I find that uncomfortable). But you probably won’t get more than 2-3 degrees.
